In 2017, the State Plant Protection Service started the implementation of the European Union Twinning project "Support to strengthening Kosovo's plant production and protection system and capacities" (Kosovo - IPA 2015 - "Support to strengthening Kosovo's plant production and protection system and capacities", KS 15 IPA AG 01 16).

The project is funded under the Instrument for Pre-Accession Assistance (IPA) programme of the European Union. Its objectives are to strengthen the capacity of the phytosanitary authorities responsible for plant health in Kosovo to ensure an effective control system against organisms harmful to plants and plant products in accordance with European Union phytosanitary standards. The project partner in Kosovo is the Kosovo Food and Veterinary Agency, in cooperation with the Kosovo Ministry of Agriculture, Forestry and Regional Development, the Kosovo Institute of Agriculture.

The project activities are divided into three components:

  • Alignment of legislation with EU standards
  • Capacity reinforcement of the Authority
  • Improving information systems

Project duration 24 months, budget € 1 200 000.

Linda Būcēna, the Chief Expert of State Plant Protection Service, has been appointed as the permanent adviser of cooperation in Kosovo.

This is the first project of the kind between Kosovo and Latvia. The official project launch meeting of the project took place on 7 February 2018 in Pristina, Kosovo. It was attended by Iveta Ozoliņa, Deputy Director of the Agriculture Department of the Ministry of Agriculture, Kristīne Lifānova, Director of State Plant Protection Service, as well as officials from the European Union Representative Office in Kosovo.
